[It Is Not Permissible to Delay or Be Negligent Concerning the Obligatory Hajj]
Al-‘Allāmāh ʿAbdil-Azīz ibn Bāz (رحمه الله) stated:
“To proceed: Indeed, performing Hajj (pilgrimage) to the Sacred House of Allāh is obligatory upon everyone who is able to afford the journey, among men and women.
This is due to the statement of Allāh, the Exalted:
{“And Hajj (pilgrimage to Makkah) to the House (Ka‘bah ) is a duty that mankind owes to Allâh, for those who can afford the expenses”} [Āl ‘Imrān 3:97]
So whoever possesses provisions and means of transport, and has the ability to perform the rites of Hajj, yet delays it, has committed a grave major sin and a serious prohibited act. It is obligatory upon him to repent to Allāh and hasten to perform Hajj at the earliest opportunity available to him.
It is not permissible for him to delay it or be negligent concerning it as long as he is physically able to perform Hajj and possesses the financial means. This is a matter agreed upon by the scholars — there is no difference of opinion about it.
Rather, the scholars have reached a consensus on the obligation of Hajj upon all sane, adult Muslims, men and women, if they have the physical and financial means to perform it. Na‘am.”

قال العلامة عبدالعزيز بن بار (رحمه الله):ـ
أما بعد: فإن حج بيت الله الحرام فرض على كل من استطاع السبيل إليه، من الرجال والنساء؛ لقول الله سبحانه: وَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا [آل عمران:97].
فالذي يملك الزاد والراحلة، يملك القدرة على أداء الحج ثم يتخلف قد أتى كبيرة عظيمة، ومنكراً عظيماً، فالواجب عليه التوبة إلى الله والبدار للحج في أول فرصة تمكنه، وليس له التخلف عن ذلك أو التساهل في ذلك، مادام يستطيع الحج ببدنه وماله، وهذا أمر مجمع عليه بين أهل العلم ليس فيه خلاف، بل قد أجمع العلماء على وجوب الحج مع الاستطاعة على جميع المكلفين من الرجال
